They have adjusted their merchant fee and per/transaction

fees for their regular or "Macropayment" accounts,

to make using their services cost effective and worthwhile for digital downloads, and small item transactions.  

(You can keep your existing Paypal account for macropayments for anything over $12.)

Opening your new Micropayment account with Paypal is super easy.
